BoA’s Rights and Duties

According to Decision No. 718/QĐ-TĐC dated April 2, 2025 of the Chairman of the Commission for the Standards, Metrology and Quality of Viet Nam, the National Accreditation Bureau (formerly the Bureau of Accreditation, under the Ministry of Science and Technology) is a public service unit in the field of science and technology under the Commission for the Standards, Metrology and Quality of Viet Nam (hereinafter referred to as the Commission), assisting the Chairman of the Commission in performing accreditation activities to serve the State management of standards, metrology, quality and conformity assessment.
The National Accreditation Bureau (BoA) is a national accreditation body with legal status, its own seal and is allowed to open an account at the State Treasury and a bank to operate and conduct transactions in accordance with the law. BoA has the following main tasks:
- Conduct accreditation assessments for conformity assessment bodies, validation bodies, verification bodies, reference material producers, proficiency testing providers, and other domestic and international bodies in accordance with Vietnamese regulations and international practices.
- Participate in joint activities and cooperation related to accreditation assessments and peer evaluations with international accreditation bodies; engage in bilateral or multilateral cooperation with international accreditation bodies.
- Provide training, conferences, seminars, propaganda, and promotional services related to accreditation activities. Conduct scientific research to develop and expand new accreditation programs.
- Participate in the signing of mutual recognition arrangements (MRAs) for accreditation results in accordance with the regulations of relevant international and regional bodies.
- Represent Vietnam in cooperation with national, international, and regional bodies; act as the focal point for organizing domestic and international conferences and seminars related to accreditation activities.
- Participate in, coordinate, and implement tasks as required by state regulatory authorities concerning conformity assessment activities. Contribute to the development of policies, strategies, legal documents, national standards, and technical regulations related to conformity assessment and accreditation.
- Enter into and implement other scientific and technological service contracts (excluding consultancy services for organizations applying for accreditation) with domestic and foreign bodies.
- Manage and utilize public employees, workers, and external assessors (for implementing accreditation assessment activities under cooperation agreements), manage assets and finances and carry out other tasks assigned by the Chairman of the Commission for the Standards, Metrology and Quality of Viet Nam.
